That the BUYER comes in action to get compensation is new for me. I
bought from an eBay seller a Realist film cutter who sent me that device
as "small packet" and insured. The cutter arrived damaged (lever
broken). The package was mailed out on October 16, 1999 and I am still
waiting for the compensation. The seller's opinion is that he has done
enough now. According to the Dutch Postal Service  however all is up to
the sender in the States.
I have read that these affairs come very slowly to an end, 6 months or
longer is not abnormal.
