Yes, as you surmised:

Exactly, though in some cases the peaks aren't all that broad. Mercury
lamps really exaggerate this effect to the point of being uncorrectable.
It is difficult to effectively filter fluorescent lighting to any
specific film color temperature for this reason. New fluorescent
phospher technology is better than old, and we're at the point where
special fluorescents will work for television studio lighting and for
digital cameras. But both of these mediums undergo significant color
correction before we see "final" color.

Wouldn't this vary with lamp type and film type?
