Considering that Ansel Adams was a member of the f/64 club, I suspect
that sharp crisp photos are possible. For some reason, it seems yours
are not. I certainly not going to challenge John B.'s reccomendations.
Have you experimented with high resolution films to determine if the
problem is isolated to the optics? Something like techpan 2415 has a
resoltuion over 300 lpm at high contrast, but you may not have to go to
that extreme.
What about the aperture itself? Is it truly on the optical axis? Is it
circular or are the leaves of the adjustable apeture misaligned? Have
you tried an external aperture?
If I'm just another flake who doesn't understand what's going on, please
let me know!
