I don't know if PSA has a definition, but Kodak defines close-up as 1:10 
to 1:1 and macro as 1:1 and closer (to about 50:1, I think, where it 
then becomes micro). The folio should be more accurately called the 
Close-Up/Macro Folio, as most people will probably be working at 1:4 or 
closer.
