Jobo tanks work fine for HIE.  I use one regularly.

As for Rodinal, you'll have to wait for another answer (which I'm sure
will be forthcoming.)  I use TMax developer, though from the reviews
I've heard of HIE and XTOL, that's likely to be my next developer.

Without a filter HIE is pretty boring looking.  It's still sensitive
in the visible and UV, so it tends to look like a really grainy B&W film
without SOME sort of filter.  A Wratten #25 is only about ten bucks in
gel form, and glass ones aren't too much more ($20 tops?)  Well worth
it when a roll of HIE can cost more than the filter itself. ;)
