Jobo tanks, as well as Patterson tanks, will work just fine.

Certainly can.  Be prepared for connect-the-dots-type grain, however. 
If you are not looking for this effect I would suggest another developer
like D76.

You won't encounter any "problems," but you also won't get the "infrared
effect" you are looking for (you may as well use a regular panchromatic
film).  The #25 filter will remove the light coming from colors on the
other side of red, allowing red and infrared radiation to strike the
film.  Yes, you really do need one.
