Yes--at least it's a must if you want the image to have the "IR
effect."  IR film is quite sensitive to light in the blue range, and
exposure to that light will give you more or less the effect of a
panchromatic film.  Not a *good* panchromatic grayscale, perhaps, but
something closer to pan than to IR.  Only by blocking off this range
with the filter can you can achieve the very dark skies (if it's
clear) and bright foliage (where it's well lit) that are the hallmarks
of IR photography.

I can't answer your other questions from my own experience.  Please
note, however, that while some list members appear to like Rodinal for
HIE, at least one has recommended that developer specifically for use
where *maximum* grain size is wanted.  Presumably the dilution is
crucial the the specific effect you're trying to achieve.
