Oops!  I was thinking of Technidol, which also is a newcomer to me.
XTOL comes in packets, but it's dry chemicals that must be diluted.

Also, looking on the XTOL packaging, I see that it lists 5-3/4 minutes
at 68/20 degrees for HIE, presumably in full-strength XTOL.  That
particular time is not on the time-and-temperature chart in the XTOL
data sheet.  It shows 5.50 minutes for a CI of 0.52 and 6.00 minutes
for a CI of 0.58.  So the XTOL package appears to presuppose a very
slightly flat negative, while Kodak's other data for HIE appears to
presuppose a fairly contrasty negative.  Curious!

Unless someone in this group can give me a good reason to do
otherwise, I think I'll go for the 6 minutes at minimum on my first
try with XTOL.=20
