In my experience, for any particular developer combination for HIE, the
minimum exposure, typically 320-600, with
the minimum development time for adequate highlights, as well as the
absolute minimum total wet processing time including 
wash time, will give reasonably fine grain, as I have many 16x20's that are
quite delightful to look at (at least to me).
Obviously, this works best with scenes with high subject contrast and where
fine shadow detail is not important.  Also,
use the freshest possible film and avoid the slightest whiff of light
fogging. To maximize grain?  That's easy for everyone!  Just over
expose and overdevelop, and if you can stand the flat, low contrast
negatives, you'll have cannonball grain on 8x10s.
