If you go to any fabric or craft store, you can buy something called a hand
held Rotary Cutter. It looks like a pizza cutting wheel, but is as sharp as
a razor blade.
You can buy replacement blades, without the handle, which sounds like what
you'd need here. Fiskers and Olfa are two popular brands.
