Basic question

I am new to this group so I apologize in advance if this issue has been
discussed. Every roll of Kodak IR that I shoot comes out thin (neg are
dark and contact sheet is light). I set the ASA at 80, use a #25 filter (and
occasionally a polarizer in combination with the #25), meter through the
lens, and bracket 2 stops in each direction.
I develop the film in plastic tanks using Tmax developer at 75 degrees for
about 6.5 minutes. If I want to have better negatives but still want to
have foliage appear surreal, what should I do?
