Based on my experience and the exposures that you list I think it is
under development. What time/temp/dilution are you using with
Rodinal or Dektol?
I've used similar exposures (even 400 through a 25 Red) and used D76
stock and 1+1 (sorry I don't have the times with me). My problem
has usually been too dense negatives.
