The only remote possibility that I can think of is that they use night 
goggles and infrared illumination in their darkroom to "see" what 
they are doing while processing normal film, and they would have to 
turn all that off and "do it in the dark".   You can see I'm really 
stretching to find an answer.  I agree they should not charge any 
different.

Look at it this way, at that price it takes only 2-3 rolls to 
pay back the costs of your own processing tank and chemicals.  Then 
you get total control over your own negatives.  I really recommend do 
it yourself for all black and white film.
