Light piping is as much a factor as the leaking felt.
I once had films ruined because a stupid shop employee removed the
cannisters long before development....so the felt does leak IR. 

But if it had an anti-halation layer, the light would not have such
an influence deep inside the cartridge. Note that this not
necessarily means light *piping* (perpendicular to the direction of
light)....the lack of this layer also makes it possible that light
is transmitted straight through the emulsion (which also contributes
to the fuzzy highlights by diffuse reflection of the pressure
plate)....*both* these factors are most likely contributing to
fogging. The 'cyclic' nature of fogging throughout the frame numbers 
also supports this 'straight-through' effect, but OTOH it is unlikely 
that it could have happened without some perpendicular light 
piping....
