I've never had pinholes with HIE, but I used to get them quite a
bit with Pan F.  One day when my water filtration system was out
I skipped the presoak, since my tap water seems to inhibit
development when used unfiltered as a presoak.  (It does that on
prints, too -- if I use unfiltered tap water for a presoak in my
drum processor for big prints, it leaves long underdeveloped
streaks where the water first hits the emulsion.)

Anyway, back to pinholes: I didn't get any when I skipped the
presoak.  This surprised me, so when I got the water filters back
on line I tried skipping the presoak again.  Still, no pinholes
without a presoak, and I got them again if I did presoak.  

I don't know if this applies to HIE or not -- I've never
presoaked it, and I've never gotten pinholes in it, but that
doesn't mean I would get pinholes if I did presoak it.  

In case it matters, I use distilled water for mixing stock
solutions but filtered tap water for working solutions; I always
use indicator stop bath, and I use plain old Kodak Fixer.  

I usually develop 35mm film in a Yankee Master plastic tank with
plastic easy-loading reels, and while I haven't tried setting it
out in the sunlight, it doesn't let through enough IR to fog the
film (HIE or Konica 750) if I turn on the lights in my darkroom
while processing, or leave film loaded in the tank for half an
hour under the lights before processing.
