First, a three stop loss would equal something in the range of ISO
25-50. Going up to 1600 is the wrong direction.
I would think that IR light would be heavily filtered by the water,
but the only way to know for sure would be to try. I would think that
Ektachrome EIR could give you some really wild results. I would love to
see some tests of that film underwater. I first suggestion would be to
heavily bracket. I find that an in camera reading, through the red
filter with a setting of ISO 200 works well above water, but I would try
setting 100 and 50, perhaps even 25 and see what you get.
