Konica 750 base plus fog

I've been experiencing rather dense base plus fog levels in my Konica 750
(120 format) rolls. I don't think it's a processing problem since the same
Xtol developer and Kodak Rapid fix when used on HIE clears the film nicely.
I load the 120 film into my Mamiya 6MF in dim light, not in a changing bag
(like for HIE), but the fogging is entirely uniform so it does not look
like a light strike during loading. Also, my darkroom light tightness is
good enough for the HIE, so I assume it's good enough for the Konica. The
Konica is the 2/98 dated stuff, but was refrigerated before sale, so it's
probably not an aging thing. Any one else experiencing this? Any ideas?
