I did contact Kodak a while back when I encountered the same problem.  I had
diluted the Xtol 1:3.  On a subsequent batch I diluted 1:2.  I don't remember
the film I used at the time, just the poor results (I could look it up but
it's not really important).  It wasn't a bad batch, just a bad match with the
film I was using.  Agfa 25 or 100 should definately be developed with Agfa
developer for better results.  I'm not down on Kodak, it's just that I have
had repeated failures with Xtol on varying films.  It must be fine for HIE and
certain Kodak films but as a photography instructor of mine once said, he
recommends using the developer best suited to the film.  Kodak/D-76,
Tmax/Tmax, Agfa/Rodinal, etc.  You know what I mean.....certain developers
were manufactured for specific films.  I don't always have several developers
available.  I live in a remote area and need to mail order much of my product.
Thus, I sometimes end up using something which I optimally shouldn't.  I have
just heard of so many such failures with Xtol, I think people should be
forewarned that it is not suited to every film.
