Have you checked to see if your fixer is not exhausted? What you describe
sounds like exhausted fix, or too short of a fixing time.
You can quickly check by taking a tail or film clip and immersing in fixer
only. Note how long it takes the film to become clear and then double that
time to allow for the roll being wound around the reel.
If this is indeed the problem simply re-fix and re-wash, etc and all will be
right with the world.
