Spots on negatives

Howdy - looking for help on why I have some white spots on my hi speed
infrared negatives. I developed them using HC110 B at the
rec. time of 6.5 min and 68F in a stainless steel tank given a good several
raps at the start of the developing process. The white spots are not
something I've seen with my usual B & W negatives. Any ideas or
solutions.?
White spots are not on every negative or are they in the same location in
those negatives that have them . To me they look like bubbles that didn't
allow proper development. Does anyone on the list normally pre-soak their
negatives - if so how much should the development time be reduced if using
a
pre-soak?
