Yes, this is correct.  Kodak makes 8X10 IR primarily for use by the trasury
Department.  It is generally not available to the public.

Alas, Theo is correct about the minimum amount needed to purchase.  Three times
I've been in a group looking to purchase, and all three times we've come up
short.  It's a great idea, but only that.  We have to be content with 4X5.
