XTOL, HIE, Clear negs

I shot a roll of HIE tonight - fortunately I didn't put too much effort
into it, since it was gonna be my first time using XTOL with HIE. I assumed
the times for XTOL are 1:1 dilution - does it mean full strength? The negs
ended up being almost completely clear. I developed a roll of T-Max 100 2
nights ago, and they turned out great, and the developer was clear - no
discoloration. What development times/dilutions do people here use?
