Canon Elan II & 28-135 USM IS lens?

Hi everyone!  I am currently shopping for gear, and I have a question.
So far I have been most impressed with the Canon Elan II; however, I
have heard that there may be problems using Kodak HIE in this camera.
So far, everyone that I've talked to has told me that the fogging that
can occur basically is limited to the edge of the film, not really in
the image area.  Does anyone have any thoughts on this?  I am on a
limited budget, and am following the philosophy that my money is better
spent in the lens area. 
Also, the new Canon 28-135 USM IS f/3.5-5.6 lens is REALLY tempting; but
if I plan to use infrared film for my "grainy/art" figure studies
(indoor and outdoor), am I making a mistake?  Should I look for a lens
closer to 2.8?  In infrared, will it make a difference?  I would be
REALLY grateful for any advice I can get on this!              ~Bryan
