Actually, a 1:1 dilution is not full strength, but diluted one part water to one
part Xtol.
You'll need give us a little more information, as I've used Xtol with HIE for
quite some time with excellent results. Was the film completely clear, or were
the frames clear? What speed did you shoot? Filter? Did you load the film in
total darkness?
