Why are you using a presoak?  If you rap the tank following the first inversion
then you will take care of bubbles.  Unless you are presoaking to remedy a
specific problem, there really is no advantage.  If you are doing it to bring
everything to temperature, I fill my kitchen sink with the temperature I will be
using, leave everything there until the developer comes to temperature, then
begin the processing.  I've experienced no problems with this.
