Don't give up !
I think I must be one of the lucky few who has never had a problem with
development marks on HIE.
I use one of the patterson system 4 tanks (always the smallest size I can
get away with). I give no prebath then agitation is as follows;
5 solid taps onto the bench top once the dev is poured in followed by,
2 solid taps and a slight 'jiggle' every 30 secs and one full inversion
every minute.
Then I just pour out the dev and in with a plain (filtered) water bath then
fix as normal.
"I" have never had a problem YET with this method after having processed
about 40 rolls this year but now that I have said that........
I hope this helps, maybe give it a few last trys?
