I would reduce development time before reducing rotation speed.  When I first
began using my Jobo to develop b&w film, I was experiencing "bromide drag".
The people at Jobo suggesting that I increase my rotation speed rather than
decrease, and sure enough this unwanted effect of different density on the
same frame, disappeared.
