Hi Jaap,
The best combo depends on the result you want, so you either need to
experiment - or look it up in a good book ;-)))
seriously though any of the lith devs will work well with any suitable
paper. There are differences but they are much smaller than the differences
obtained by changing paper. For example Kodalith will 'peak' quicker but die
quicker than say Novolith which will resist fogging longer (but there are
easy ways to modify that)
You get a very typical lithy result with Sterling Lith paper which is also
one of the most flexible papers - you can get a contrast range easily from
Gr.0 to Gr.6 or 7 just by altering the exposure/development ratio. Other
papers will give you different colours - and especially with Kentona, Art
Classic etc may give stunning effects in toners - these two for example can
give a multi colour range in selenium alone. Be warned though - the
manufacturers are about to change the emulsion, so if you like those unique
effects, deep freeze a supply now! You cannot get results like these with
normal paper development.

Re. the second part of your question, Super RT works much like the other
lith devs on paper. The effects on FILM are quite different, here it will
give you very high contrast lith negs which is what all these devs were
designed for. This is not really ideal for developing IR negs must not be
confused with the delicacy obtained in lith printing, which in my view gives
incomparable results with IR negs.

There is a full breakdown of all current papers and devs + the results
obtainable, in my new lith printing book Jaap
