Quite correct.  Exposing the leader to light could pipe that light into the
loader and fog your film (no anti-halation layer).  You've gotta do the whole
thing in the dark.  It shouldn't be too big of a deal, as I'll load a dozen
rolls (not HIE) at a time in complete darkness - no big deal.
