I've used xtol 1+1 extensively with HIE, and it works great.  The
biggest problem that people have with xtol is that they do not use
enough stock solution.  Check out Kodak's data sheet on their website
just to be sure, but I think that you need to use *at least* 100 ml. of
stock solution for every roll of 35mm film.  So at 1+1 with one roll of
film you would need at least 100 ml of xtol plus 100 ml water for a
total of 200ml of developer.  What dilution and agitation technique did
you use? How many rolls did you develop. What did you expose your film
at?  Have you successfully developed HIE before, and if so what
developer did you use?
