I understand your frustration, but it is good to know this problem is
not happening just to me.  I recently read a message posted on this
list which made several reccommendations about developing HIE to avoid
this spotting effect.  They were...

1. Do not use a presoak
2. Drop the film in a tank full of developer rather than pouring it in
3. Tap it immediately to disloge any air bubbles

Perhaps you should try these suggestions.  Unfortunately, they did not
seem to work for me as I am still getting the spots.  What type of
developer are you using?  I have been using the Selectol Soft print
developer (dilution 3:1)in response to several recommendations and was
wondering if that could be causing the problem.  If you are using a
different developer, the spots must be related to something else. I
also use Kodak rapid fixer, but I don't see how that could be causing
the spotting effect.  

If anyone on this list has experienced this problem and found its
reason or solution, I too would greatly appreciative of the
information.
