Dear Ibrahim,
If the spots are tiny, like fine pinholes, it may be due to a manufacturing
problem at Kodak. It sounds like you have one good emulsion, and one bad
one. If the spots are larger and irregular, that would be a dust problem.
And if the spots are very round with a dark ring, that would be air bubbles
clinging to the film during development.

Since HIE lacks an anti-halation layer (a coating which prevents light
scattering back into the emulsion after hitting the film base), light can be
"piped" into the film cartridge through the felt lip. Always load in total
darkness.
