More likely an overabundance of infrared. The visual appearance of color
infrared film has a lot to do with the mix of colors (green and red) and
infrared present in the original scene. "Dramatic", impactful, exciting, weird,
etc., etc. colors in the final product are highly subjective evaluations. 

As for the lab "blowing out" the IR layer ... hmmmm ... while not impossible
IMHO it is highly unlikely. It would be sort of like a lab processing E-6 film
and handing back to you totally blue, or green transparencies suggesting that
something was wrong with the yellow or magenta layers. Again, not impossible
but IMO very unlikely.
