Quite a while back I posted a formula for coating flashbulbs for IR
photography. I found it in an early 70s vintage Photographers Formulary. It
had a lot of ingredients, almost all of which were available from a
chemical supply house. Unfortunately, it would cost a lot not only because
of the number of ingredients, but because you have to buy larger volumes to
get a decent price.
I had hoped that with all the technical people on the list that there might
be a chemist or someone knowledgable enough to look at the list and pare it
down and/or suggest substitutes.
I couldn't find my original post, but did find some correspondence with
Bill Cress about it. He was considering trying it, maybe he could give you
some info. A better alternative might be using unexposed, processed E-6
film and using it in a flash cover.
