Hoya Filter Quality

My R72 has some (this is the best I can describe) flecks on the 
surface of the filter, you can't see thru them but its obvious that 
their less black then the rest of the filter.

Plus the black coating seems to fade at one end of the filter, at the 
very edge where the glass meets the filter ring.

Do I have worry about either of these leaking ore IR than they 
should ?

P.S. This is my second filter, the first had a more pronounced fade 
that actually went into the area past the filter ring and into the 
glass itself. Neddless to say I banged on some tables and got it 
changed ;)
