My Hoya R72 is similar but not as bad as your own; it did not appear to
affect IR photos.  Given the price this is not really acceptable.  Quality
control seems to be marginal.

This was another driver for me to approach manufacturers directly and have
infrared filters made in bulk.  Quality is guaranteed and the filters are
made to strict Wratten specifications.  I had a bulk delivery of R72
(Wratten 89B) at the end of last week and am waiting for 87s and 87Cs.
