Aha!
The bag I described in my original post is indeed one of the large 
Jessop bags with what appears to be a very thin rubberised lining.
Despite intensive shaking and vacuuming, I still have a problem with 
small fibres getting on my between-the-rails filters when I use the bag to 
change HIE.  This is partly why I am so reluctant to use the bag to 
change HSI darkslides.

It is not my intention to start another "my-bag-is-darker-than-your-bag" 
thread, but can anyone suggest a large IR safe non-"hairy" bag that is 
currently available from a UK supplier?

Failing this, I recently had a dream concerning an aluminium foil coated 
cardboard box, divine inspiration maybe?
