Well, the problem is with Isreal.  Unlike the United States and the Western
European countries, they are more than willing to turn up the intensity on
their scanners to see what is inside.  As they have the problems with
terrorists that we do not have here, this is a reasonable precaution.  I
would recommend against using a lead package.

>From the reports that I have heard, you have even chances of having HIE
fogged.  I would let things go through without trying to protect it and
cross my fingers.  If they feel that you may be hiding something, the
possibility of having your film fogged are increased.
