They do the same thing in the US and Western Europe!  In many cases this is
an automatic system which will step up the scanning intensity until
contents of packages are revealed.

When the system was first introduced there was a notable BBC film producer
and crew who had just spent a large amount of money and time filming in
remote parts of the world.  Flying back to the UK, the hold luggage was
scanned by the new machines - the luggage contained many reels of 16mm film
which was all trashed.  They had to go back and reshoot......
