Hmmmmm..... because it will be sent in the hold and subject to the high
power scanning machines used for hold luggage.

Film manufacturing companies have special dispensations for shipping bulk
film by air. I could not get a guarantee that film would not be subject to
high power scanners when trying to buy and ship bulk film privately last
year from the US.
