Natural/background radiation at such high altitudes is probably a 
mangnitude larger than X-ray fogging....

Actually, it had nothing to do with South-America or any other bizar 
antique X-ray machine, it was the first serious incident with the 
(until then) unknown high-power check-in scanners (Invision)....the 
film was a) send as check-in luggage, and b) contrary to loads of 
warnings on the luggage, and reassurance from the luggage-handler 
(flight company), still send through this new scanner.
