It's difficult to know. What speed did you shoot at and how did you meter the
scene? Then again, this may information may be meaningless, since infrared
radiation is not calibrated within your meter.
Also, you didn't indicate whether you used D76 stock or 1+1. My times for D76
1+1 (when I used it) were 10 min 70F, so if you were using stock then your time
appears to be in the ballpark.
The density doesn't have much to do with the difference between D76 and Xtol,
that would show itself as gradation. Make prints of your negatives. Then if
you feel that you need more density, simply extend the development time,
increase the temperature, or increase the agitation.
