Charles,
    I'm not sure why you need one with "NO bells or whistles," but a great
rangefinder for both Kodak and Konica IR film is the Konica Hexar.  It is
the only autofocus camera that has built in IR shift focus.  You can meter
IR with the off-lens light meter by using a gel filter, which almost totally
eliminates the need to bracket your exposures.  It is quiet and very
reliable.  I have shot nearly 70 rolls of film (about 50 rolls of HIE) and
haven't had a single missed focus, problem, or even a dead battery (still
using the first one from the box, and the camera is about 2 years old).
Also, it takes fantastic pictures with any film.  Yes, it's automatic and
all that, but if you can live with a few bells and whistles, it is a great
camera.

I shoot a lot of grab shots, travel shots, and typically do not use a
tripod.  The lens is a fast 2.0, and is 35mm, but I tend to like wider
angles, which suits the way that I see and what I shoot.  This might not
work for you, so take that into consideration.  However, it is a great
camera with full manual exposure, too, if you want to use that.
