I spoke with Phil Davis on this at length a number of years ago on Comuserve.
He performed extensive tests with differing films and developers. My
hypothesis was that presoaking would decrease contrast because it would make
the developer less efficient for a short period of time (due to the fact that
it would take time for the developer to displace the water within the
emulsion).
This may be the case with the majority of films, but a fair number of them
exhibited an increase in contrast due to presoaking. Neither of us was able to
explain this.
The bottom line is that as long as one is consistent with their development,
they will end up compensating - in either direction - for the change in
contrast due to presoaking. I see it as an unnecessary step, but certainly not
a harmful one.
