Gene,
I once had this problem too in normal B&W (using a 3 roll tank) in my
earlier days. My problem was that I didn't use enough developer in the tank
I just underestimated the volume of developer required. Also how you
agitiate it will contribute to the effect. With the 3 roll tank, I use to
roll-agitiate which probably wasn't the best method (I don't do it anymore),
cause you may create air-pockets in the horizontal position perhaps
resulting in some uneven development.
