Hello, I can't say for sure what is causing the effects you describe, however I
have found from experience with HIE that GENTLE rotary agitation for 5 seconds 
at the start of every 30 seconds works very well.
 With inversion agitation I have found uneven development. It was only slight but 
with test negatives of even density it was visible. If you are sure there is
no other cause for the "different gradation cascading down the frame" and it has
slightly different densities corresponding roughly to the film sprocket holes
then not using inversion agitation would give you a much better chance of success.
One other thought is that it takes a while to empty and refill a 4 film tank
so check that the stop (if used) and fixer is not too concentrated.
