I too have found HIE more difficult than any other film in this regard.
I use Jobo reels and try to keep the immaculate. I also make sure that
they are bone-dry when I load a film by having several sets so that the
one I am loading has usually not been used for several days. I guess
this is just one of the quirks of this film.
I would advice you to replace your reels with good branded ones like
Paterson or Jobo, keep them clean and just be careful...
