Two things:

1) I think that those little pieces would be hard to tear off 
and work with. If you were going to go that way there are 
plenty of archival/acid free photo mounting squares that would 
work. I currently use these to secure the center septum in the 
mounts.

2) A full length piece would help the mount be stiffer and 
less prone to bowing and bending. Whether an external piece 
like the silver tape or an internal piece like the double 
sided tape or glue/adhesive it should run the full length of 
the mount edge.
