Hi there

We have such people in UK too.  Generally I have had nothing but
cooperation from the Police in my photography work, especially when
parking in odd places.  It always pays to be polite and to ask. 
Generally they are interested in the equipment and results and will
often be very helpful.  Just be nice to them.
