20 mb is fine.  You can get a nice 8x10 with 20mb.  It is rare to ever require a file bigger than 60mb.  Even for a billboard...  So for a postcard you are very fine.  Don't forget that CMYK files are a little bigger.  

I think your biggest concern is scanner quality.  I am not impressed with most home flatbed scanners under $2000 for scanning small transparencies.  I would say a 10mb file of a 35mm trans scanned with a Photo CD scanner would probably be better than a 20 mb file scan from a home flatbed scanner.
